General description

Angkor Hospital for Children (AHC) is a non-profit organization providing free medical care to children in Siem Reap. AHC is looking for a highly motivated individual who can fill the currently vacant position of Human Resources Director.

The successful applicant will be a person who is highly motivated to learn and further develop their skills working for a NGO non-profit hospital.

Main duties and responsibilities

  • Support organization strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to organization strategic thinking and direction; setting and executing the annual human resources operation plan in line with AHC strategy.
  • Implement human resources strategies including talent acquisition, payroll/compensation, health and welfare benefits, Continued Professional Development (CPD), records management, succession planning, employee engagement and retention, and labor relations.
  • Lead the human resources team in the management of operations. This includes:
    – Overseeing recruitment, orientation, training, counseling, and grievance procedures
    – Maintenance and management of the HR information system
    – Supporting staff resource planning
    – Leading performance management operations
    – Leading disciplinary action as Chairperson of the Disciplinary Committee, and;
    – Maintaining and updating the staff handbook as required.
  • Work closely with the Executive Committee and Department Directors, regarding staff issues such as promotions, demotions, transfers, terminations, grievances, procedures, workflow absenteeism, and complaints.
  • Liaise closely with relevant authorities and third parties in order to manage Compliance with relevant laws and regulations. This includes ensuring maintaining sound knowledge of existing and new legislation / regulations; anticipating legislation; enforcing adherence to requirements; advising the Executive Committee on required actions.
  • Assist Chief Operating Officer (COO) in any other tasks as required.

Job Requirements

  • Jobholder should have Master’s degree in HR or related subject and at least 5 years work experience in human resource management in a multinational working environment.
  • Possess positive attitude, enthusiasm and willingness to work both independently and as a team member.
  • Experience in organizational development and organizing training programs
  • Working knowledge of succession planning and talent management.
  • Strong knowledge of Human Resources Information System (HRIS)
  • Fluent in English and competent in computer Office Applications.
